What is document legalization?

If you go abroad to study, work, on business, with the aim of immigration, you have to prepare all the package of documents that can be required in a foreign country. This package will help you to quickly resolve current issues with admission to a foreign school or university, applying to a local company, cooperating with foreign partners, or getting a residence permit faster.

In order for Ukrainian documents to be valid on the territory of another country, they must be legalized. There are several ways to undergo this procedure, provided for by international law. One of the basic forms is consular legalization of documents. Due to this procedure the certificates, statements and other papers issued in Ukraine become valid abroad. The procedure is performed in the competent authorities, including the consulate of the country where you go.

It is important to prepare the documents in advance, even before leaving for another country. This will save your time and money. A widespread misconception is that legalization occurs only upon arrival in another country, at the place of destination. Instead, legalization takes place in Ukraine, in the state where the document was issued.

When is legalization necessary and when not?

To confirm the legal force, the consulates accept certificates, statements from Civil Status Registration Offices, diplomas, school-leaving certificates, certificates of good conduct, notary papers and other documents. Originals and their certified translations are used for submission.

In most countries, the following documents are not subject to legalization:
  • Passports;
  • Employment books;
  • Military registration cards;
  • Driver's license;
  • Pensioner ID cards;
  • Customs documents;
  • Documents issued by diplomatic and consular services, etc.

To find out whether it is necessary to legalize a particular document, we recommend that you apply to Pereklad Agency for advice in any convenient way: by phone, e-mail, in social networks.

Consular legalization of documents is necessary if the country for which the papers are being prepared is not on one of the following lists:
  • The Hague Convention signatories;
  • The states that have entered into a bilateral agreement on legal assistance in civil matters with Ukraine.

In the former case, the documents undergo a simplified procedure. To do this, you have to apply to the relevant ministries that verify the authenticity and put an Apostille stamp. You can also receive additional information on the service page – Apostille for documents.

In the latter case, there is no need to undergo legalization or apostillation. It is enough to make a notarized translation into the national language of the country where you go. In all other cases, consular legalization is required.

Legalization in Ukraine: how to draw it up?

Legal paperwork principle corresponds to the international legislative framework. However, depending on the country, it may have individual requirements. The way of undergoing the procedure in Ukraine also depends on the type of document. It is necessary to turn to several institutions to verify its authenticity.

For example, to legalize the documents issued by Civil Status Registration Offices, you have to apply to:
  • Ministry of Justice of Ukraine;
  • Ministry of Foreign Affairs of Ukraine;
  • Consulate of the country where the citizen goes.

During the procedure, it is necessary to translate and certify the document. Sometimes, a visit to the Ministry of Justice and the Ministry of Foreign Affairs of Ukraine must be repeated after the notarization of references and certificates. The procedure requires a clear understanding of each step, because mistakes are unacceptable.
